Make DownloadResources use updated source too

Provide a way to make DownloadResources use redirected source, if it's an URL.

Further issues needed to be fixed here:

  • WithSettings is runtime while DownloadResources is compiletime
  • Offline sitelets: all redirected resources should be downloaded
