authenticate chat with dotabuff to verify rank

requires:

1. chatter to login to dotabod
2. setup gsi (aka dotabod minus overlay)
3. play a bot match to validate your steam account

OR

1. integration steam api and ask them to login with steam to dotabod.com site
2. when they login to dotabod.com, immediately ask if they're a chatter or a streamer, or check last stream date
3. by default, show streamer setup
4. if chatter, show login with steam id to validate steam account
5. use steam api to check rank tier, try opendota as well
