Menu link should create with relative urls not with Site Key

Problem Statement

When creating Menu links. They are created with Site Key as URL however at the same time other resources like page etc are added to the menu through "Show on Menu" so those are working relative path.

So the problem comes If on dev environment a site key is exactly same as prod site so Menu links navigate to prod site and the same time normal resources created with only "Show on Menu"" work fine.

Steps to Reproduce

Create Menu Link add internal resource as menu link. It will be created with site key as the domain url.

Acceptance Criteria

Menu Link should be created with relative domain not as Site key.
