[UI] Setup target for experiment

As a user, I need to define the target of an experiment

Requirements:

  • When the user clicks + add a Targeting open a sidebar with the configuration

Create Experiments - Set Goals 3

Targeting

  • Save the Rules added (DONE)
  • Update the view
