docs: add chinese readme file
How can we make sure that this file is going to be up-to-date with the english version?
Can we not link the chinese website instead?

It is not recommended to link directly to the dira-rs official website, as the dora-rs site is inaccessible in many places in China. Even now, I am having difficulty accessing GitHub. The reason for using readme_zh.md is that there are mirrors of this repository in China, which will prioritize the display of instructions in Chinese when this file is detected.
https://doracc.com This website is the official Chinese community website that I established in China, promoting dora only within the Chinese region. This website has been registered with the government and can be accessed normally.
I'm not against having communities promoting dora-rs but at the same time, it seems to me that your website does not seem finished?
