table of contents link broken in README

What were you expecting?

The Manually link in the table of contents should point to

https://github.com/doomemacs/themes#manually--use-package

rather than

https://github.com/doomemacs/themes/blob/master/README.md#manually

What actually happened?

When the Manually link is clicked, the page simply refreshes and the user is taken to the top of the page.

Steps to reproduce

1. Go to https://github.com/doomemacs/themes
2. Scroll down to Table of Contents
3. Click on Manually
