Add README-vn.md for vietnamese translation with some translation (not complete)

Hi @donnemartin , no it is not. This is to initialize the README file with some initial translation but not yet completed The plan is after the file is created, others can subsequently contribute to #127

Việc dịch Tiếng Việt rõ ràng, để mọi người hiểu được thì rất quan trọng giống như việc viết đúng chính tả vậy.
