Create Documentation / Guidelines for GRNsight's Design

As discussed on the 9/6/2018, I believe it would be a good idea to document the style choices for the GRNsight Gene Pages feature alongside future features such as reorganizing the sidebars and creating forms.

This type of documentation is always good to have but is more of a moving target due to continuing addition of features…may take a while before we either have enough resources or enough stability to fully set this down
