Also having this issue on the same release (v2.12.1).

On rocky 9 "cppcheck: error while loading shared libraries: libpcre.so.3: cannot open shared object file: No such file or directory"

I wish someone would look at this pull request and merge it. This is still an issue and the solution has been sitting here for over half a year.
