Does this works only with Arduino?

In the plugin description is written "between Android or iOS and an Arduino". Does it work ONLY with Arduino? I'm trying to using this plugin with ublox (https://www.u-blox.com/en/product/anna-b112-u-connect#tab-documentation-resources) but it is not working. I always get "Unable to connect to device".

With native-ble I can connect to the board but I can't send serial commands
