Update to sabberworm/php-css-parser v9

I'm using dompdf in a project that has other dependencies requiring sabberworm/php-css-parser v9 and it all became incompatible because dompdf/php-svg-lib requires sabberworm/php-css-parser v8.4

I have not tested against v9 yet. I'll take a look and make sure there are no issue and release an update.

can I help with something? I can't update https://github.com/MahoCommerce/maho to php8.5 because of the sabberworm/php-css-parser v8.4 constraint

This update is pretty much done. I'm just looking at other potential updates for the next release.
