CREATE SCHEMA not yet supported

Upon fixing the ping issue in https://github.com/dolthub/doltgresql/issues/42, the next stopper was CREATE SCHEMA. This is a new issue since there are going to be more cases where tools rely on CREATE SCHEMA for their functionality.
