Support `call procedure as of <commit>`

@Hydrocharged and I were riffing on how we could make stored procedures better in Dolt and being aboe to call a specific version of a stored procedure would be very cool.

Also special diff output to compare two versions of a stored procedure on the CLI and in SQL would be cool.
