BootManager: Disable fast disc speed in RA hardcore mode

Not urgent, but something we should probably have so leaderboard times are consistent.

Highly disagree.

Leaderboard times are IGT based, not RTA. No other emulator disables fast disc speed for Hardcore mode.

Looking at others like PCSX2/Duckstation convenience and QoL features to reduce waiting time/loads are allowed. Fast forwarding/Turbo, CPU overclock, and Disc Speed.

GameCube and Wii are a bit different - there are games where the IGT will be moving during loading. Such as Metroid Prime.

We're not disabling turbo and other things - if you wanna turbo during a loadscreen that's fine. But, Fast-Disc-Speed can result in instability, different glitch behaviors, and will result in faster times in games that don't pause the in-game timer during loading.

In my opinion if this has to be considered it should be on a per game basis if a particular game wants to block the feature.

Blocking it to account for a very small subset of games, which as a side effect severely slows down the QoL of other games is not worth it.

Fast disc speed isn't that useful in general. Yes, there are certain games where it can make a major difference (some of EA's sports games have minute long loads that can be cut to about 30 - 40 seconds) but in most optimized games on the platform, the different fast-disc-speed makes isn't going to be huge, while it will absolutely cause issues for leaderboards in games that don't pause the in-game timer during loads. And again, Fast-Disc-Speed is a very touchy option in general, and can cause random crashes, missing audio, etc.

Discussed in discord, consensus is to at least hold off on a global disable as other options are pursued.

@OatmealDome I think this can be closed now. General RA consensus is to keep it as is, especially now that the launch event is done and lots of data was recorded.
