Keep in mind, that the dithering effect depends on the Gamma of your display, so the screenshots will not appear to be the right color, but when you are using the effect, everything looks fine.
My personal take on this, is we should wait until the post processing overhaul is finished #10362 , as I'm trying to purge out unnecessary shaders. I want to keep shaders in Dolphin to be high quality and also useful.
I want to encourage users to contribute shaders but to do so in their own repos (or on the forums). Popular/useful shaders can then be promoted to Dolphin if desired. In the new PR, user shaders are supported to make it easy for people to share their creations.
Have you looked at other dithering shaders that users might already be using and happy with in other systems (Reshade, Mame, Retroarch, etc?).
