Azure backup options

Description of problem

Our infrastructure is based in Azure. To avoid egress fees, is it possible to have backups sent to an Azure Storage Account?

The existing backup functionality was sponsored by someone who had AWS needs. If you're willing to sponsor Azure Storage Account support, I'd be happy to take discuss what that would look like. Here is a doc covering how sponsoring specific functionality works.

If for whatever reason you aren't interested, feel free to discuss what that interface would look like in this ticket and then you (or maybe someone else) will be willing to implement the functionality :)

Going to move this to the redis repo since thats where I put issues that would affect all datastore plugins.
