Auto-close stale issues/PRs

Issues that are waiting for reply for too long should be auto-closed. We can do this several ways:

a) Auto-close any issue/PR except issue with some label, e.g. not-stale b) Auto-close only issues/PR with a label, e.g. waiting-for-reply c) Some more complex logic, but maybe simple is better for a start.

Looks like ^1 can do the job.
