Numbering of new ideas wrong when re-opening a file

What steps will reproduce the problem?
1. Create some new ideas with auto-numbering
2. Save the file
3. Re-open it and create new auto-number

What is the expected output? What do you see instead?
Should have started 1 higher than previous
