I've used Atavi in the past to good effect, and would likely still be doing so had I not decided that I wanted something self-hosted. They're free and have been around for a number of years with no appreciable downtime that I've seen. I'd consider them to be "awesome" in this space. 👍🏻

Kind of surprised StorURL isn't on the list. It's one of the only completely freeware/offline/standalone and browser agnostic bookmark managers on Windows. Have used for years (since Xmarks went belly up), there is no other bookmark manager like it (to my knowledge).
