Provide NuGet package documentation for NuGet.org

Problem description Currently NuGet package documentation section is provided by hand via NuGet.org management panel. You have to provide new documentation text for each release. It must be automated somehow.

Partly solved in #31. README added to the NuGet package but do not appears in the NuGet. Possible because of the side. We will check it after README refactoring.

Also we should check link to GitHub (in NuGet packages section in Rider for example) provided by the PackageProjectUrl csproj field.
