Decline with a reason configuration / documentation / webhook

Hi,

With release 1.7.0, it is now possible to decline with a reason. I have a few questions about this new feature:

• Is it possible to configure a submission not to allow declining?
• Would it be possible to add documentation for the Form webhook with event_type form.declined?
• Would it be possible to add the reason to the webhook request sent when a submitter declines a submission?
