Change the type of a foreign key field

Summary

When we change the type of a foreign key and the referenced column simultaneously, the result should be valid, but the migration fails due to foreign key constraints. We need to make sure that the keys are dropped and recreated properly.

How to reproduce

See #5991 for a failing test.

Expected behaviour

The test should pass.
