Summary

Revert #447 and restore PDO support for IBM DB2.

See php/pecl-database-pdo_ibm#18.

If this suggestion is accepted, I'll try to provide the updated implementation in 3.6 or 4.0.

If you can produce a green CI with your driver, I have no objections merging it. But it has to run on a released version of the PDO DB2 extension.
