add Google verification file to enable URL/indexing inspector
Summary
This file will allow Google to verify we own the site at docsify.js.org. Then we will have access to the indexing tools. Once this is in place, I will figure out how it works, then I will see how to give maintainers access.
The idea is that, with https://github.com/docsifyjs/docsify/pull/1968 enabling history router, we are one step closer to full SEO on Google. By connecting to the Google SEO inspector, I will be able to see how well the site is indexable in history mode, then we'll know what to do next if we need to improve.
