macos System fails to download software

I am trying to install this in a Synology but docker fails to start with the following message

❯ ERROR: Failed to download http://oscdn.apple.com/content/downloads/28/14/042-23155/4rscm4lvp3084gutfgpkwj5eex0yyxmzkt/RecoveryImage/BaseSystem.dmg , network failure!

When I paste the URL in my browser I get

`Access Denied You don't have permission to access "http://oscdn.apple.com/content/downloads/28/14/042-23155/4rscm4lvp3084gutfgpkwj5eex0yyxmzkt/RecoveryImage/BaseSystem.dmg" on this server. Reference #18.9ad7dd17.1752432771.302fb213

I tried VPN but that gives me the same error message.
