Document MDI does not merge menus when moving between documents by clicking on tabs

To reproduce:

  1. Run the DocSample application
  2. Click View > Layout By Code
  3. Click between Document2 and Document3 by clicking on their tabs. The menu item MDI Document > Test does not update accordingly.

Although the pane does correctly get activated/focused, the menus are not merged. This is very disorienting when the documents contain very different merged menus.

Clicking in the content of the panes does update the menus. Current theme/schema does not seem to make any difference.
