Feature (to bring back for Docker Desktop): Open dashboard when opening app a second time
Tell us about your request Previous behavior documented (due to its removal) in https://github.com/docker/for-mac/issues/4580: If Docker Desktop for the Mac is already running, then attempting to open "Docker.app" should open the dashboard window of the existing Docker Desktop instance.

Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard? Currently the only way to open the dashboard is via the menubar icon for Docker Desktop. But my menubar is overflowing with many icons, and they disappear so I literally can't access the one for Docker without using a third-party utility or hiding other icons I need. It's common for Mac menubar apps to open their dashboard or settings window when you try to launch a second copy of the app, for precisely this reason.
Are you currently working around the issue? Yes, in Sequoia I had to use an add-on menubar manager to hide menu icons. In Tahoe you can hide icons too, but then there isn't enough space for me to have the other icons I need.
Additional context The original ticket https://github.com/docker/for-mac/issues/4580 explained "Yes, it was removed deliberately, because it actually opened the UI only, and if the backend wasn't running it caused loads of confusion. So I'm going to close this ticket, but your wider point about wanting a quicker way to get to the dashboard is noted." But I'm not clear what confusion this was causing or why there wasn't a better way to address it.
