Add support for perf for Docker Desktop for Mac Linux VM

Having Linux perf available for the linuxkit Linux VM for would be very helpful to troubleshoot performance problems in containers on MacOS. It would be lovely if it was compiled for the Linuxkit kernel (compilation needs kernel headers) and made available as part of the Linux VM used by Docker for Mac.

This was requested multiple times in a now-closed issue, but maybe the Docker roadmap is a better place for this request?
