[WIP] Trust cli

Is this WIP wanting to be merged or just discussed? I'm game to get this reviewed, but wandering what your plans are.

Mostly discussed at this time. There are changes involving the trust graph which should be pulled into a separate PR after being cleaned up. Then there is discussion we can have around the proper place for the CLI to live as well as the design and scope of the tool.

Figuring out how the namespace will work with distribution and other elements, then breaking down how the cli will work with it.

yeah. that discussion is stagnated a bit. I would love to see domain names and a hierarchy of paths in the namespace, rather than just 'username'. Where can we have that discussion?

The discussion will happen under distribution with expectation that different roles will be represented when discussing the namespaces. The namespace responsibility will ultimately spin off to trust when there is a defined working group.
