Management of Organizations (Teams & Users)

Description

We need a way to manage Docker Hub Organizations via CLI and/or API to be able to automate Teams and Users.

Due to the new Docker license we need to go from Personal/Free to Pro license and to minimize the administration we need a way to add/remove teams & users.

Please add functionality to Docker Hub CLI and/or API to be able to do this.
