Resource Saver mode / pausing causes WSL to freeze
Description
See microsoft/WSL#11066, when cgroupv2 is used (either through changes in .wslconfig like setting autoMemoryReclaim=true or always as of WSL >= 2.5.1 since they removed cgroupv1 support) and Docker Desktop is paused or enters Resource Saver mode, WSL will hang until Docker Desktop is resumed.
Reproduce
- Upgrade to WSL 2.5.1
- Open a WSL terminal
- Pause the Docker Desktop Engine
- Try to do anything in your WSL terminal, it'll be non-responsive
- Resume the Docker Desktop Engine
- Terminal becomes responsive again
Expected behavior
WSL remains responsive and working normally.
