Docker Desktop 4.38.0 (181591) doesn't started.
Description
Docker Desktop 4.38.0 (181591) doesn't started. Engine stopped. I have resetted to factory defaults several times but didn't help.
Reproduce
After restarting PC the Docker didn't start.
Expected behavior
Docker engine could be started.

I meet the same problem after update. My commands didn't have any response(wsl), and wsl --update failed, then
wsl--update
Checking for updates.

And I am not sure they are related. I have tried many ways to solve but did not work.
Include ./DockerCli.exe -SwitchDaemon , but without response, hyper v service and virtulization are enabled.

reboot, reinstall docker desktop... and why I change my docker engine daemon.json, I can not find my images and containers, I changed them back, it just appeared.
Startup always prompts timeout or file not found
sorry, the reason of my issuse is because the update of windows11 build 27774+
First, from the Task Manager program, click on the HV-Host Service option from the Processes tab and run and open the program. Next, on the Services page, from the General tab, click on the WSL Service option and change it from Disabled to Automatic and apply it. Finally, in the same General tab, from the Service Status section, click Start. After completing these steps, run the Docker program.
4.38.0 doesn't start for me either trying to start windows containers.
OS: Windows 11 23H2
Hyper-V and containers are installed.
HV Host service ist running.
WSL service ist on automatic and running.
Hardware virtualization is enabled.
Linux containers work.
Previous had podman installed, worked fine.
After uninstalling podman I removed the podman machine from WSL and updated WSL.
wsl --status

Windows updated & after that reinstall Docker. Started working only after reinstallation.

Docker Desktop is working with Linux containers. For Windows containers is not working - described issue.
The new version (v4.39.0) was installed. There is the same issue for Windows containers.
