None of the newer versions after 4.31.1 will start on Windows 11

Description

I'm trying newer versions after 4.31.1 and find that I can't even start Docker Desktop properly on Windows 11.

The phenomenon is that after opening, there is no UI and the process exists. Also, I found that WSL containers are not created!

Seems to me that 4.27.2 is the last version that works on Windows 11
