After "docker compose up -d", docker can build and create a container but can't run

Description

I have docker-compose.yml so I run "docker compose up", It can create docker container but can't run, it is stop to work after create the container.

And For the & "C:\Program Files\Docker\Docker\resources\com.docker.diagnose.exe" check [FAIL] DD0003: is the Docker CLI working? exit status 1
