Volumes have to be recreated after power loss

Description

First of all, it might be related to environment.

Here is my setup: Windows 11, WSL2, Debian on WSL2, Docker Desktop for Windows with WSL2 enabled and Debian enabled in WSL integration settings.

Also, folders that are used for volume creation are located in Debian subsystem.

With that prerequisites, i create volumes with the following command: docker volume create --driver local --opt type=none --opt device=$volume_path --opt o=bind $volume_name Whereas variables are passed depending on .env, but usually they are like that: "/var/www/project"

Everything works well until power loss.

After power loss, containers cannot be restarted with 500 error, mentioned volume not found. But in Docker Desktop UI volumes exist, and "in use". They cannot be removed even after container deletion, both from UI or command line. However, if you restart Docker Desktop, you can delete them and create again.

Well I mentioned everything in description.

Expected behavior

first priority: volumes exist and can be found by containers second priority: volumes can be removed without docker restart
