Docker Desktop 'seems stuck' on computer wake up

Actual behavior
When computer wakes up the Docker Desktop engine seems to be stuck. Applications using the engine indefinitely wait or timeout. Using the Pause option from the system tray menu solves the issue :). Note: in this state, the engine will not pause, the GUI does not report any change in state, but the applications using the engine are able to continue and everything seems to work fine after that. I noticed this issue on different versions of the Docker Engine, different hardware configurations (desktop and laptop, different processors, etc) ... only tested with Windows 11
Expected behavior
The engine should be ready (after a reasonable amount of time) on wake up

- Windows Version: 11
- Docker Desktop Version: 4.9.0
- WSL2 or Hyper-V backend? wsl2 enabled on one system disabled on another. hyper-v enabled
- Are you running inside a virtualized Windows e.g. on a cloud server or a VM: no
- Make sure Docker engine is running
- Put computer to sleep
- Wake computer
