hugo: update table styles

  • hugo: use render hook for markdown tables

    • Add a background color for table headers
    • Make tables always span the full page width
    • Add scroll for horizontal overflow

  • hugo: align cli table styles with defaults, add horizontal overflow

  • site: bump the border contrast for dark mode tables
