rootless: ubuntu 24.04 restricts unprivileged userns

Description

Ubuntu 24.04 enables kernel.apparmor_restrict_unprivileged_userns by default, so rootless setup installed with https://get.docker.com/rootless (non-dpkg) needs an AppArmor profile.
