Docs: document DNS server IP address 127.0.0.11

Proposed changes

The DNS server IP address 127.0.0.11 is missing in the current docs while still working as expected. It was present in the 17.09 docs (https://docs.docker.com/v17.09/engine/userguide/networking/configure-dns/), so probably just missed out during docs restructuring?

Is this accurate? Can it be merged? I need to solve a problem involving the usage of this dns server and there's no official docs on it, just references in tutorials and such.
