Update "An image's source changed in Git, now what?" with new "meta" builds

Once the rollout is complete, we need to document how https://github.com/docker-library/meta and https://github.com/docker-library/meta-scripts changes the build flow slightly.

We should probably document where/how the improved signing happens in the process too.
