Upgrade to 19.03.1-ce

###Expected behavior Possibility to use Docker 19.03.x-CE.

###Actual behavior Currently not possible, only 18.09.2-ce can be used

###Information Any timeplan when it will be possible to start using Docker 19.03.1-CE via Cloudformation stack creation? Latest version that can be used is 18.09.2-ce but since 19.03.1 is released (see https://github.com/docker/docker-ce/releases) it would be great to be able it use this version instead.

Interestingly, even though the CFN template does not exist there is an AMI for 19.03.0-CE (ami-05e6851734ba6f512) and there is a tag of docker4x/cloudstor for 19.03.0-ce-aws1. So all the components are there for a 19.03.0-ce release.. however, given the CVE patched in 19.03.1-ce, I would rather wait for a new version of everything if possible. So +1 on a 19.03.1-ce release.

Still a problem on amazon. Anything more fresh than 18.09... @enbohm @jrupp have you found any solutions?

@sxiii sorry but no. I've tried to reach both @FrenchBen and @joeabbey for assistance but nothing...Feels like Docker don't care anymore. Too bad that they didn't open sourced the code so the community could take over :(

I also have not heard anything. If there was source code or instructions on how to build this, I would be happy to build it and make it available for others. Next month I'm going to try to modify the AMI manually and see if I can upgrade docker within it, but I don't think it is going to be easy. I can post here if I come up with anything workable
