Can't install target e17

Please describe your issue:

Can't install e17 desktop environment

using sudo crouton -t list lists all targets and e17 is one of them. why would it not detect e17 desktop environment?

EDIT: if crouton is maintainance-only, why is e17 listed in the targets?
