[Bug]: DNN10 - No language support out of the box.

What happened?

If you install DNN10, there are no Core Language packs.

Also, the new default skin has no language selector.

Steps to reproduce?

• Install DNN10
• Add a langaue
• No Core Packs
• No language selector on skin.

Current Behavior

No language core packs No language selector on skin

Expected Behavior

Language core packs avaiable Language selector on skin
