[Enhancement]: Knockout tagsInput handler unused

Description of problem

In the persona bar we have a jquery/knockout tagsInput handler which appears to be unused.

Description of solution

We could consider removing it to reduce our dependency on jquery and improve performance and improve maintainability.

Description of alternatives considered

We could leave it there if maybe 3rd-party knockout modules depend on it.
