[Enhancement]: Unused personaBarDialog

Description of problem

The persona bar has personaBarDialog.js and accompanying css. It is imported by the Connectors module but appears to be unused. We could consider removing it.

Description of solution

Remove the script and css for performance and maintainability reasons.

Description of alternatives considered

We could leave it there too in case 3rd-party connectors use it.
