[Enhancement]: Unused graph.css in persona bar

Is there an existing issue for this?

Description of problem

Persona bar has a graph.css file and I could not find any usage of it, we should consider removing it and references to it.

Description of solution

Remove it for performance and maintainability reasons

Description of alternatives considered

Leave it there in case evoq or other 3rd parties uses it.
