CKE EasyImage upload does not upload

Description of bug

the option to use a simpler image upload (EasyImage) that was introduced in #4405 doesn't seem to be working anymore in DNN 9.11.0.

Steps to reproduce

In the CKEditor configuration, set the image upload buttonj to EasyImage: After that, refresh the editor and click the image button. The chosen image will not be uploaded.

Current behavior

The image is not uploaded. Not requests are sent to the server.
