Updates to the Microsoft.DependencyInjection.* Libraries

Description of problem

DNN Platform uses an older version of the Microsoft.DependencyInjection.* libraries. An upgrade to the latest versions is suggested, however, these are currently used by the core of DNN and there have been upgrade issues due to a lack of binding redirects.

Description of solution

These need to be updated, however, the impacts to third-party developers on upgrade scenarios need to be validated. This needs further implementation direction
