WIP: Change gitlab api wrapper from 1.1.5 to 4.0.0

I started by updating the dependencies, will try to fix the typing issues.

haven't tried to compile it, but changing from 1.1.5 to 4.0.0 should rise many problems... by 'typing issues' you mean you need to fix the api changes?

I will try when I have time for more than copying in some jars. The first exception was about a string type, didn't look into it.

When to expect api v4

hi, i've decided to upgrade the plugin, so i'm in the process of refactoring a lot of stuff in order to be able to use the gitlab api v4. when to expect its hard to say right now, depends on my personal life - but i'm making an effort to upgrade this
