some nebular line parameters are not in backwards_compatibility

just used an old 2019 era parameters_master and got this error:

AttributeError: module 'parameters_master' has no attribute 'use_cloudy_tables'

worth going through this repeatedly to see what breaks with a super old parameters master, and add all the missing variables to backwards_compatiblity
